Do I need a plan, or can I call when there’s a problem?

Call-when-needed works for discrete, identifiable problems. It works poorly against termites, which cause damage silently for years before producing swarmers.

Is one more qualified than the other?

No. Both must hold a Georgia Company License and have a Designated Certified Operator. The title is marketing.
